Before the second $350 billion of TARP is spent, should we not account for the first $350 billion?

By slapping on some retroactive mandates on the banks and wall street firms that got their mitts on that money? Once we see the right strings and oversight and restrictions and accountabiltiy applied to the first $350 billion ...once we see that the money is being spent wisely, then and only then should we trust congress and the new president with the expenditure of the next $350 billion dollars. Or am I being too logical here???
