Why can't students make eye contact?

It's not clear whether the student won't make eye contact during cl or outside cl. It may be because she's shy. It may be a cultural thing, too. In some cultures, the "lesser" person does not make eye contact with the "greater" person. Since your name is "Hannah", I'm guessing you're female, so it won't be a question of a young lady having been taught not to look a man in the eye.
